The most cited threats of this period were the ‘borderless threats’ identified by the Clinton administration: refugee flows, HIV-AIDS, environmental pollution and international terrorism.

We turn first to the international debate over leadership. POST-COLD WAR AMERICAN GLOBAL LEADERSHIP The global transformations that accompanied the collapse of Soviet communism brought with them an almost inevitable burst of American triumphalism. 3 The national mood, however, in this immediate post-Cold War period was far from universally confident. Perceptions of American decline overshadowed the electoral politics of the early 1990s and even had an impact on the first presidential effort to set out a framework for American leadership in the new global context: President George H.
